Free plan account stuck in "operational credits" mode with 26/300 credits still available — blocking real client-facing deploy

Hi Netlify team,

My account is showing the banner “BarberShopTorres is now running on operational credits” and production deploys / Agent Runners are disabled. The Usage & billing page shows 26 credits still available out of the 300/month included on the Free plan (billing period Jul 11 - Aug 10), and the API (GET /api/v1/accounts) reports the account as “in_operational_mode”: true despite credits remaining.

I found several other Free plan users reporting a very similar mismatch (banner says out of credits while the dashboard shows meaningful credits remaining) on the community forum this month (July 2026), describing it as a bug from a recent credit-migration on the billing system:

- Production deploys blocked by "run out of credits" — 27.4/30 credits available (Free plan)

- Free plan shows "run out of credits" but 30/300 credits available — production deploys blocked

- Free plan "run out of credits" but 27 credits available — production deploys blocked

- Free plan — "run out of credits" banner with 30/30 credits available, production deploys blocked for over a week

- Free plan — "run out of credits" banner but only 46/300 credits used, production deploys blocked

This is currently blocking a real, time-sensitive deploy: I need to restore a small static site (site name: dainty-horse-be88fe) whose URL is physically engraved on a QR code keychain already delivered to a client. The client’s QR code is currently broken because of this, and I cannot publish even a simple Netlify Drop deploy to fix it — every attempt fails due to the credits block, even with 26 credits still showing as available.

Could you please clarify why deploys are blocked despite credits remaining, and/or manually reset the operational-credits flag on this account? Given the direct impact to a real client, I’d really appreciate a quick resolution.
