Why can I set Slack notifications with starter plan?

For example for my site bcfd8fc4-c727-4bad-b39c-d1a4e5c46cd1 I can set Slack notifications, but for another account’s site (b44a9bd9-b9f6-423c-87e5-0e68297e4304) I can’t, is that a bug? What’s the difference between the two accounts?
