Site inaccessible for visitors — possible ISP/DNS block on netlify.app IP range

I’m having an issue accessing my site, azkar-lite.netlify.app, and I’d like your help investigating.

The issue:
When I try to open the site, I get a “connection has timed out” error. This happens consistently across:

  • Multiple devices (laptop and mobile phone)
  • Multiple browsers (tried several, including private/incognito mode)
  • Multiple connection types (home Wi-Fi and mobile data)

What I’ve already tested:

  • The site deploy shows as published and green in my Netlify dashboard, so the deployment itself looks healthy.
  • When I connect through a VPN, the site loads immediately and works perfectly. This strongly suggests the problem is a block or routing issue between my ISP/network and Netlify’s servers, rather than an issue with my project or device.
  • I have not yet confirmed whether this is a DNS-level block or an IP-level block from my ISP.

What I’d like help with:

  1. Is there any known issue with my ISP or region and Netlify’s shared netlify.app IP ranges being blocked or blacklisted?
  2. Is it possible that azkar-lite.netlify.app or the IP range it resolves to has ended up on a DNS blocklist?
  3. Since I need to keep using the netlify.app subdomain (not a custom domain), are there any recommended steps on my end or Netlify’s end to resolve this?

Unfortunately, there is no direct solution. I am currently trying to find another host because I discovered that there is a block on IPS of netlify in egypt, as it (my site) works only with VPN
