Downgrade to free plan

I have a netlify account https://aircastaqi.netlify.app/, I was using a free plan and one month the limit was exceeded & I was asked to provide my card details else the account will be suspended. I have given my card details, but the bill was not debited.

Now, I got an email to pay the bill incase if I wanted to downgrade to a free tier which I want to do but I am not able to find the place where to pay the bill & when I try to downgrade I get this error message “must pay outstanding balance before downgrading to free plan”
