Is it possible to use Netlify CMS for an already deployed site actually built with Netlify and a Github repository (with SSG Hugo).
If so, how to do it?

Nothing will get you better started than the CMS website’s Add to Your Site page. There’s a step-by-step guide there for you to take a read through.
You may wish to clone your site and give it a whirl in a sort of staging environment
