Hello! Yesterday I signed up for Netlify account. After registering, they quickly blocked my account. Why? What did I do wrong? This is my first new account. I’m new to this platform. Now Netlify want that i upload PASSPORT to third services.

As you attached in your screenshot you should be able to verify yourself via stripe to unlock your account. Please go through the verification process and follow the prompts to upload a copy of your ID so we can be sure you are legitimate. Please view a list of acceptable documentation for your country here..
If you do not want to verify your ID you can bypass this step by signing up for a Pro tier account.
