Firebase -> Netlify: "DNS Zone exists under different account" / "a site is already using this domain"

Trying to move from a Firebase site to Netlify. Deleted the domain records and project in Firebase. Still getting:
“DNS Zone exists under different account” error trying to set custom domain. https://upbeat-joliot-dbdd1b.netlify.com

Now its saying “a site is already using this domain”. I tried to fix this in my DNS settings by setting a URL redirect to my netlify URL, I hope that wouldn’t create this issue. That redirect doesn’t work so my site (react.school) is hanging.
