What is "Netlify API Authentication" in Netlify Labs?

Today I found an experimental feature in Netlify Labs called “Netlify API Authentication”. I can’t find any documentation about what it does and why I might want to enable it.

For example, if I am a build plugin author, can I use this feature to access the Netlify API in my plugin?
