I expect our site number of concurrent users to be about 10k. I’m not sure whether there will be a problem with netlife handling such a high level of concurrency. Which package should I choose?

Starter, Pro and Business, all use the same level of CDN - so changing plans except for Enterprise won’t actually make a difference in the level of concurrency that is supported. More than concurrency, you should try to estimate your build minutes usage, bandwidth usage and any other paid add-ons you might want to use and choose accordingly.
