Deleting Domain on one account to add it on another account not working

I am migrating to a new Netlify account. I removed the domain names, deleted the site, and deleted the DNS Zone on the old account and expected to be able to add the domain (bodywork.health) on the new account.

This sounds like you have done everything required.

Curiously there is a discrepency in the name servers for the domain

whois shows p07

$ whois bodywork.health | egrep -i '^Name Server'
Name Server: dns2.p07.nsone.net
Name Server: dns3.p07.nsone.net
Name Server: dns1.p07.nsone.net
Name Server: dns4.p07.nsone.net

and dig shows p04 though the request was answered by p07

$ dig bodywork.health NS +trace | tail -n 6
bodywork.health.	86400	IN	NS	dns1.p04.nsone.net.
bodywork.health.	86400	IN	NS	dns2.p04.nsone.net.
bodywork.health.	86400	IN	NS	dns3.p04.nsone.net.
