Really!? You have to use Netlify? This seems rather strange. There area alternatives such as Vercel, Cloudflare Pages, and GitHub Pages for building, and if you want simple static hosting (drag and drop style) there’s also tiiny.host.

I’m in urgent need for my Web Development course requires/demands me creating a Netlify account without delay.

I understand it may be urgent for you personally, but Netlify don’t have “urgent” support for any tier lower than Enterprise, and it’s late in the week. These issues frequently take days to resolve, if your timeframe is shorter than that you should probably take alternative action.

My course instructor assigned me with an assignment to create an html-css-javascript project and then to deploy that on Netlify.
If I use anything else, it would be a violation of instruction and I won’t get any marks for the assignment.

If your course instructor set it as a requirement, then I’m sure they would understand your difficulties in creating the account (e.g. Getting flagged by Netlify’s anti-abuse systems, struggling to verify your identity etc).

If not resolved within the “urgent timeframe”, I would just submit this thread as evidence that you tried.
