Problem in Redirecting and the limited accessibility of my website

Good Day, I just wanna ask if there’s anyone here encountering same problem, I just don’t get why my published website in Netlify is only accessible with some individuals, then if it is accessible, I can’t redirect to another page.

Can you also say if this is on all networks/devices/browsers or only certain networks/device/browsers?
