Netlify Redirects Doesn't Work

I’m new to the redirects file system, as I expected, every page (on the main branch, as the file is only posted there in the root file) should redirect to the page provided. Why isn’t this working?

Change 301 to 301!.

This is so Netlify can shut up while sending me Emails about unsolved questions.

Split testing was on, turn it off.
