Like Hillary, I’m not entirely sure what you are asking/suggesting. But this is my best guess.
In short, no.
Section 3 Your Content, paragraph 1, of the the Terms of Use contains the paragraph you have quoted, i.e.
By posting or publishing your content or comments or transmitting your data (“Content”) through this Website, you give us permission to display and distribute your Content in order to provide the features, functionality and services of the Website.
As I read this (I am not a lawyer) this is stating that you give permission to display the content/comments you have posted here, and the content you have published (as in the website you have deployed using Netlify). If you did not consent to the former, you could not use these forums. If you didn’t consent to the latter, then Netlify could not serve (display) the content you have had the service build and/or deploy (which would defeat the purpose of using the service.) This would likely include other sites/services Netlify offers including Jamstack Explorers to name but one.
