Redirects with query parameter doesn't seem to work

I’m trying to redirect, /js/{file}?id={id} to another domain. Example: mysite.netlify.app/js/file.js?id=123 to https://networkmanager.dev/js/file.js?id=123. But I always get 404.

This is my netlify.toml,

from = "/css/:css?id=:id"
to = "https://networkmanager.dev/css/:css?id=:id"
status = 200
force = true
headers = {X-From = "Netlify"}

[[redirects]]
from = "/js/:js?id=:id"
to = "https://networkmanager.dev/js/:js?id=:id"
status = 200
force = true
headers = {X-From = "Netlify"}

[The domains written above are example domains.]
