is there a file limit on the pages generated with next.js ISR?
I mean the files generated in production over time and not during the build step.

No there’s no limit, but those pages use your Function invocations and you’re auto-upgraded once you go over the limits of the plan.
I believe you’re using the Business plan, in that case, Functions are unlimited so nothing to worry.
