I already deleted “netlify.toml” cause broblem with parsing configuration is still

What are your Build settings?

That error seems to indicate that you have the Base directory set to dist.

Your repository does not contain a dist folder.

If it is set to dist remove it.

i changed it to client but:

When resolving config:
Base directory does not exist: /opt/build/repo/client

4:30:23 PM: Failing build: Failed to parse configuration

Why is this end result surprising to you?
It’s precisely the same error, for the same reason:

Your repository also doesn’t contain a client directory.

I’m not sure why you set it as that, I told you to remove it.

The explanation for the Base directory (which I linked to in the documentation) is:

Base directory: directory where Netlify checks for dependency management files such as package.json or .nvmrc, installs dependencies, and runs your build command. The build system will use this directory to perform caching during the build process. If not set, the base directory defaults to the root of the repository.

The repository that is linked in your original post does not contain any sub-directories that it would need to start in:

You should remove the Base directory value and let it use its default behavior where it:

defaults to the root of the repository

If you keep setting it to directories that don’t exist in your repository, it will keep giving you the same error.
