Title: Free plan shows “running on operational credits” but 30/30 credits available — production deploys blocked
Hi Netlify team,
My team is showing the banner “ratikar is now running on operational credits — production deploys and Agent Runners are paused”, but the Usage & billing page shows a full balance of 30 credits available.
This looks like the same stuck credit-flag bug that many other Free plan teams have reported this month.
