Cannot create Identity webhook

Hi, I am trying to add an Identity web hook so I can get a Zapier workflow to be kicked off when a new customer is created, yet:

1. When I refresh the page, the webhook is gone Netlify App
2. When I create a new user, the webhook is not being invoked
