I am a beginner, and I am currently hosting a highly critical public interest website that serves vital information to the community. Because of this, I need to update the information on the site frequently.
My site consists of only a single 55 KB index.html file (no frameworks, no build commands). However, after just 12 small updates, my dashboard shows 180 build minutes used (around 15 minutes per deploy). I am terrified that my site will be paused soon, which would harm the community relying on this data.
I have two urgent questions:

Am I uploading this incorrectly? I am just pushing/uploading a plain HTML file. Is there a better, more lightweight way to update a single static file without triggering Netlify’s heavy build containers every time?

Since this 15-minute-per-deploy duration seems like a system queue or configuration glitch, could you please restore my build minutes so this critical public site doesn’t go offline?
