Unable to run Jekyll boilerplate

I am unable to run the commands on my computer. I may not have the correct versions of Ruby or Gems, but Im not sure. Here are my details

Mac OS
macOS Mojave 10.14

Ruby Version
ruby 2.3.7p456 (2018-03-28 revision 63024) [universal.x86_64-darwin18]

Ruby Gem Version
3.0.6

When I run bundle install, I get this:

  jekyll was resolved to 3.8.6, which depends on
    em-websocket was resolved to 0.5.1, which depends on
      http_parser.rb

It looks like the error is on the following line:

Errno::EACCES: Permission denied @ rb_sysopen - /Users/mikelevy/Web
Stuff/repos/jekyll-netlify-boilerplate/vendor/bundle/ruby/2.3.0/gems/http_parser.rb-0.6.0/.gitignore

This appears to be a permission denied error when opening that file. I recommend confirming that the user running these commands has the required permissions to read and/or modify files in this directory tree.
