Thanks for coming back and letting us know! 
I’m currently experiencing this same issue, but it appears to be URL-specific.
The contact forms in the footer render the Netlify thank you page on /pricing,
but do not (expected behavior) on other /slugs.
I tried the home and the pricing page and I wasn’t shown the Netlify page on any of those URLs.
When you tried it was likely after I removed the ID that enabled tracking for the form.
We’ve narrowed it down to GTM and Netlify forms not playing nicely. As soon as I removed an ID that is tracked by GTM from the form, it worked fine.
What really weird is that this form is an exact copy of other forms being tracked across the site.
You can see the bug on this branch which has the form ID set and tracked by GTM.
