My Netlify site is inaccessible from Egypt without a VPN.

Site URL:

The deploy status is Published.
The website works through a VPN, but Egyptian ISPs return
ERR_CONNECTION_REFUSED or ERR_CONNECTION_TIMED_OUT.

This URL is printed on QR codes attached to many products,
so I cannot replace the URL.

Please investigate the routing or blocking issue affecting
Netlify subdomains in Egypt and advise whether the site can be
served through an alternative Netlify CDN endpoint while keeping
the exact same URL.

To fix this, you must report the false-positive block to the ISP because only the ISP can fix this issue.

The ISPs do not listen to Netlify when we contact them. The ISPs do frequently fix issues like this when they are contacted by their customers. Because Netlify is not a customer of the ISPs, the ISPs do not respond to Netlify.
