SSL Fails in Canada for foaf.ai — Broken Netlify Edge IP (99.83.190.102)

My site foaf.ai is served through Netlify. It fails with ERR_SSL_PROTOCOL_ERROR in some regions (Canada), but works via VPN (Mexico).
I traced it to AWS Global Accelerator IP 99.83.190.102, which fails SSL handshake.
I’ve tried redeploying, cert renewal, and DNS flush.
Can you please remove or purge this broken edge node?
