Site returns ERR_CONNECTION_REFUSED despite having 30/30 operational credits available

Hi,

My site (delightful-cannoli-d48012.netlify.app) is returning ERR_CONNECTION_REFUSED when I try to visit it, even though:

- My team (ayay34003) has 30/30 operational credits available

- The billing period runs from Aug 9 to Sep 8

- The project has been set to Public

- The site was last published on Aug 9 from Agent Runners

According to the docs, operational credits should keep published sites available even when regular credits are exhausted. But the site is completely inaccessible.

Could you please help me understand why the site isn’t loading despite having operational credits available?

I’m experiencing the exact same issue. My site (prugio2021.netlify.app) shows “Account credit usage exceeded” even though Usage & Billing shows 29 credits available (Free plan, billing period Jul 14 – Aug 13). Could you please check and reset the flag?
