Production deploys paused despite having 1,500 credits available after upgrading to Personal plan

I upgraded to the Personal plan ($9/month) on May 17. My account shows 1,500 credits available (1,000 from plan + 500 purchased add-on for $5), but all production deploys are still paused with the message “Production deploys have been paused due to exceeded credit limits.” The “Trigger deploy” button is grayed out and I cannot deploy anything. I have an open support ticket (#1034646) with no response in 4 days. Total charged: $14 for a service that is not working. Please help.
