CLI deploys fail with “JSONHTTPError: Forbidden”.
netlify status shows the correct user and the folder is linked.
Running with --debug shows the 403 raised in callMethod at
deploy.js:1017, so it fails on an API call before any file upload
begins. Deploy size is not the cause: the publish directory is now
~50 MB and it fails identically at that size.
Draft deploy (netlify deploy, without --prod): [SUCCEEDED / FAILED
with the same 403 - delete whichever does not apply]
