Netlify doesn’t provide cPanel based hosting, nor PHP hosting.

Checking the source code I can see references to localhost:8080.

I don’t use WordPress but it’s probable that this site was made with a local WordPress instance and then exported to static files.

You should try and locate the source files for the site.
