Certificate provisioning fails despite successful DNS verification and clean Let's Debug (zerotraffic.kr)

Site name: zerotraffic.netlify.app
Custom domain: zerotraffic.kr (and www.zerotraffic.kr)
DNS: Netlify DNS
Plan: Free

Problem:
The HTTPS panel shows “We could not provision a Let’s Encrypt certificate for your custom domain.”

What I have checked:

  • Clicking “Verify DNS configuration” returns “DNS verification was successful”, but after refreshing the page the provisioning error returns.
  • Both zerotraffic.kr and www.zerotraffic.kr show Netlify DNS with a green checkmark in Domain management.
  • Let’s Debug (http-01) returns “All OK” for both zerotraffic.kr and www.zerotraffic.kr. No issues found.
  • No CAA records blocking Let’s Encrypt.

The site itself is deployed and serving correctly, but without a valid certificate the domain is blocked in Safari and iOS WebView with a “connection is not private” warning.

Could you please reset the SSL state for this domain and retry provisioning?

Update after 3 days: Still unresolved. Nameservers match exactly (dns1-4.p08.nsone.net),
DNS records are correctly set to NETLIFY for both apex and www, and Let’s Debug still
returns “All OK” for both. The domain is still serving the default *.netlify.app
certificate (NET::ERR_CERT_COMMON_NAME_INVALID). Could someone please manually reset
the SSL state for zerotraffic.kr and trigger provisioning?
