My website seems to always receive cached index.html. I haven’t had such issue for two years using Netlify so a bit puzzled. Nothing about netlify.toml has been changed since latest release made mid February. Now I have pushed new version, which is released after push to master branch, but clients served/see only cached version, depending when I last tried in that given browser. Hard refresh ignoring cache loads latest version, but if I refresh again, old cached version is served.

Wow! Thank you very much, never would thought that is the reason! I mean serviceWorker implementation has been included in create-react-app by default for a long time, and its kinda neat, and I even used it a little, but not much. But unregistering does help!
