Account credit usage exceeded — stale flag despite credits available (Free plan)

Hi Netlify team,

My production deploys are blocked with the error: “Account credit usage exceeded - new deploys are blocked until credits are added.”

However, my Usage & Billing page shows [29.5 / 30] credits available, which contradicts the block. This matches the known stale “credit usage exceeded” flag bug reported by several other Free plan accounts recently.
